How to Create a Google Play Developer Account

To host your app in the Google Play Store, you need a Google Play Developer account. This guide covers the full enrollment process, including identity verification, payment setup, and inviting Tapcart to your account.

Prerequisites

  • Gmail account: Google requires a Gmail account to create a developer account. If you don't have one, create one for free.

  • 2-Step Verification: This must be enabled on the Gmail account, reference Set up 2-Step Verification.

  • $25 one-time fee: Google charges a one-time registration fee.

Important: The person creating the account becomes the permanent account owner and this cannot be changed later. We recommend using a shared or role-based email (like [email protected] or [email protected]) rather than a personal email.

Enrollment Steps

  1. Confirm you're logged into the correct Gmail account (check the top-right corner of the page).

  2. Choose to enroll as an Organization or Business (not as an individual), then click Continue.

  3. Enter your developer name (this is the name that appears on Google Play under your apps) and link a payment profile. If you have an existing payment method, you can select it. Otherwise, create a new one.

  4. Complete the payment of the $25 registration fee.

  5. Provide your organization details:

    • Organization type (company/business, non-profit, etc.)

    • Organization size

    • Organization phone number and website

  6. Complete identity verification (see section below).

  7. Once verified, your Google Play Console account will be active and ready to use.

Identity Verification

Google requires identity verification for all developer accounts. You'll need to provide:

  • Legal name (shown on Google Play)

  • Legal address (shown on Google Play)

  • Contact email (verified via one-time password)

  • Contact phone (verified via one-time password)

  • Developer email and phone (shown on Google Play, verified via OTP)

For organizations, Google may also require:

  • A valid D-U-N-S Number for your organization

  • Organization phone number and website

Inviting Tapcart to Your Google Play Console

After your account is set up, invite Tapcart so we can manage your app builds:

  1. Go to Users and Permissions in the left sidebar

  2. Click Invite new users

  3. Enter the email address [email protected]

  4. Set the role to Admin (account-level permissions)

  5. Click Invite user

  6. Confirm with your Implementation Specialist or Support Rep that the invite has been received

Troubleshooting

Verification pending for a long time

  • Google verification can take a few days. If it's been more than 5 business days, check your email (including spam) for any requests from Google for additional information.

Compliance emails from Google

  • Google periodically sends compliance and verification emails to developer accounts. These are legitimate and must be addressed. If you're unsure whether an email requires action, forward it to your Implementation Specialist or our Support Team.

Account created with wrong email

  • The account owner email cannot be changed after creation. If the wrong email was used, you may need to create a new Google Play developer account with the correct email and transfer your apps.
